ALICE - Civilian Active Shooter Response

The Troy Police Department has certified instructors on staff for ALICE.  If you would like to schedule a free training with one of our instructors, contact Lt. Dan Lipe (dlipe@troypolice.us) at the Troy Police Department for additional information.

The ALICE Active Shooter Training Program (an acronym for Alert, Lockdown, Inform, Counter, and Evacuate) is a proactive approach to preparing individuals and organizations to respond effectively during an active shooter event. Unlike traditional lockdown-only methods, ALICE emphasizes situational awareness, decision-making, and empowerment, providing participants with multiple response options depending on their proximity to the threat. The program is built around the philosophy that civilians can take informed, decisive action to protect themselves and others while law enforcement responds to the scene.

Law enforcement agencies across the country utilize ALICE training to enhance community preparedness and to strengthen partnerships between police and the public. Officers trained in the ALICE method often lead workshops for schools, businesses, and government institutions, teaching participants how to assess situations, communicate vital information, and make rapid, life-saving decisions. This community-focused instruction builds confidence and coordination, reducing chaos and confusion during emergencies. It also ensures that law enforcement and civilians operate under a shared understanding of active shooter response protocols.
