Important Information Regarding Hailstorm Damage

The City of Troy is experiencing a high volume of requests and complaints regarding door-to-door solicitors, roof and home repair contractors, and other related industries supporting home repair in Troy.

The City estimates that as many as 1,200 homes were in the hailstorm's path and that more than $20 million in hailstorm damage has occurred.  Many local neighborhoods are experiencing a high volume of door-to-door solicitation from roofing and home repair contractors.

IMPORTANT things to know about the City's permits and registration:
- The Troy Municipal Code on solicitors (Chapter 111) regulates "any person who requests donations or who attempts to sell or sells tangible property...or who sells or attempts to sell personal service or services within the city."
- Code 111.02 makes it unlawful for any person to be solicitor within the city without first obtaining a permit.
- Code 111.05 requires permit applications to be background checked by the Troy Police Department.
- Code 111.08 limits the numbers of permit to "not more than five" at one time.
- Code 111.12 makes it unlawful to go upon the premises of another "for the purpose of soliciting without the consent or invitation of the owner or occupant of the premises."
- Code 111.13 limits the hours to 9am to 5pm on weekdays, and 9am to Noon on Saturdays.  No soliciting is allowed after 5pm on weekdays, or between Noon Saturday and 9am on Monday.  This will be strictly enforced by the Troy Police Department.

The City has issued permits for three companies and eight solicitors as of close-of-business Friday, March 3, 2017.  Companies and individuals interested in obtaining permits for five companies (five individuals per company) for the period of Noon Tuesday (3/7/17) through Noon Friday (3/10/17), may fill out information at the City Clerk's counter prior to 10am, Tuesday, March 7, 2017.  If more than five companies apply, a lottery will be administered at Noon on Tuesday.  Subsequent applications will be accepted for a 10am deadline for a Noon lottery again on Friday, March 10, 2017.

RESIDENTS ARE ADVISED that if you feel a person is unpermitted for solicitation or is permitted but violating premises (111.12) or hours (111.13), DIAL THE POLICE NON-EMERGENCY NUMBER AT 667-6731 and report the unwanted or unpermitted solicitor to the Troy Police Department.

Residents are advised that the Illinois Attorney General has several informative pamphlets for consumers of home repair contracting, especially after economically-catastrophic events like we experienced with the hailstorm on 2/28/17.
